This paper, and the accompanying slideshow, was presented to the Freeman Centre, Sussex University, October 2008 at a seminar organised by the Science Policy Research Unit (SPRU). Chris Freeman was too ill to attend but was connected to the meeting via online audio. It is probably the most developed form of this paper, which has gone through several evolutions, though it is not the version that I published on Repec and Academia.
